Options for Local Transportation
Downtown is adjacent to the North part of UGA ("North Campus"),
if your hotel is in downtown area, then you could easily make it without a car.
Inside the University of Georgia, you could
-
walk, e.g., from GA-center to Downtown it would take about 30-minutes walk

take a bus, either UGA Buses (free), or
-
one of the Athens Transit City Buses that pass through campus in their regular routes, or

take a taxi
The City-buses are free to students but this requires to swipe their card upon boarding the bus. Otherwise, the fare is $1.25. Within UGA Campus or downtown, it would be a better option to take a UGA bus to avoid paying fare for a Athens Transit bus.
The UGA buses cover various routes. The routes that drop you on Georgia Center are: East West, Family Housing, Milledge Avenue, North South.
Taxis in town
If you need a Taxi, you can request one (by phone) on this list of taxis. It is advisable to request a taxi in advance (15 to 30 minutes).
At night, there are various taxis on Broad Street, next to 'the arch' waiting for customers. It would be advisable to take a cab late at night instead of walking back alone to your hotel.
